    Their age and the fact that they are not mature yet. While a juvenile does need to be punished and held accountable for their actions, they do not need to ruin their whole lives over shoplifting at 13. That would be insane.

    It's often that since their brain is less developed. Their sense of right and wrong is skewed and they don't have a full grasp on potential consequences of their actions.
