It is a pity that your phimosis (tight non-retractable foreskin) was not picked up and taken care of many years ago; however, better late than never.
Until you are 18 your parents are responsible for all your medical needs, so you simply need to ask your father to make an appointment for you to see a doctor.
It may seem embarrassing to talk to parents about genital matters, but remember that embarrassment was never fatal whereas some infections under the foreskin can be.
Circumcision is the best remedy for phimosis since it is the only sure, immediate and guaranteed permanent cure. It is a simple external procedure that can be easily done under local anaesthetic in a doctor's office. It provides a lifetime of proven health and sexual benefits with no drawbacks.

I'm with Isaac. Your penis is just another part of your body and you shouldn't be ashamed to talk about it with your parents since it's a medical issue. Tell your dad, "Hey, Dad. My foreskin is really tight and it causes me pain and I'd like to see a urologist to see if there is anything I can do about it."
If he counters with, "But I'm not circumcised and I'm fine," then just remind him that everyone is different. And, unfortunately, not being circumcised doesn't work for you. There might be other solutions the urologist recommends.

Talk to them. However, you really have no problem. If you stretch it in time it will be fine. Why cut off the most innervated parts of your penis. It really does sound DAFT when you think about it.
You are under 20, what you are talking about is not unusual. It may have been a little different for you if your parent had made it clear that it is healthy and natural and GOOD for boys to play with their penis ( with clean hands). No rush, over time it will stretch.

Every woman's vagina is tight when they are virgins. Do see women wanting to get circumcised? And yes women can get circumcised and it's very popular in places like Africa for hygiene reasons.
Also, every woman's vagina gets very loose, just as every natural, uncircumcised man's penis will eventually be very loose and droopy. Do you see any animals getting circumcised? Bonobo monkeys have uncircumcised penises and they have sex all day. Or you could also choose to sacrifice your genital pleasure, which is what circumcision was about in the tribal communities thousands of years ago, that practiced all sorts of self-flagellating and painful and bloody rituals that were meant to sacrifice and in some cases split the penis, but in all cases understanding their penis would not be as pleasurable as it was before. Many of these tribes were "anti-sex" and anti-masturbation. So, if you are an adult and don't need sex than you can be like the Victorian Americans and cut off the penis, so they would lessen their pleasure.

Just ask them to make an appointment with a urologist.
