Are there any beaches in Southern BC (particularly Lower Mainland) where people can do a clambake?

Keep in mind that at some point in the summer, and that point might come early in a dry year like this one, most municipalities ban open fires of any description, even in locations where they are allowed at other times of year. Your chances of being able to have a fire in June/July/August/early September are not as good as the rest of the year.

Not likely. Fires on a beach are generally prohibited.

No. Fires are usually banned during the summer, especially on beaches.
