In wildfires, how is "percentage of containment" determined?

It's supposed to mean the percentage of the perimeter that is under control. Naturally, since the fire can spread through the uncontrolled portion of the perimeter, and hence develop a longer perimeter, the news of 30% or 50% or even 70% containment is not necessarily very encouraging...though it's better than 0%.
