A TSX is likely to be considered high performance for a young driver. You need to get an insurance quote (and mechanic inspection for used cars) before putting money on any vehicle. You may find the total beyond your budget. I don't mean to sound negative, it is just that a lot of problems can pop up in buying cars.
Acuras are nice cars but tend to attract expensive repairs. The TSX does not have a timing belt, but earlier models that do can be waiting for somebody to come along and make the $500 timing belt replacement so the engine is not in mortal danger.

It's a bargain if it's legitimate, but I'd be very cautious. Nice car - surely should be worth more than that. See it, drive it, get it checked by a mechanic, and make sure the seller has the title in their possession and in their name. If they tell you they are far away and will ship it to you - it's a scam.
Also I agree with the one response that told you to check insurance rates - that's only a little more powerful than a 4 cylinder Accord (and less than a V6 Accord), so it might not be too high, but check first, don't assume.

I don't know the person didn't say much about it I'm assuming they don't know much about cars which means it probably wasent properly maintained

It looks ok. I would prefer a regular honda just because it would be cheaper on repairs.
