Could "qui pro quo" mean a bribe.?

It could, but it doesn't have to. Quid pro quo literally means "this for that". In practice, what it means that you are not going to get what you want from me unless I get what I want from you. So if what i want is a bribe, then a bribe could be part of the deal. However, it does not automatically imply a bribe.
