meeting new girls?

im 20 years old and i am noticing that for some reason, the older i get, the more hesitant i become about speaking my mind. however i am less "shy" in a way but i remember i used to take more risks with girls when i was younger. now that im older and more mature i still dont get girls. not because i come off too strong, but because i dont even try. even if the girl comes up to me and starts a conversation with me, i act nice but it doesnt go anywhere because i dont make any move. what can i do?
