My 6 year old has a very itchy scalp. Any ideas?

She's been itching for awhile but her sister doesn't and they share a brush. I've checked for lice and only find a very few tiny white specs, no bugs. I tried dandruff shampoo and it didn't help at all, plus there don't seem to be enough white specs to be dandruff. I want to help her but I don't know where to turn next. Please help!

Update:

It's always cold in the house. My husband likes it that way.

I was trying to avoid taking her out of school to go to the doctor for an itchy scalp, Maybe during winter break if we can's get it resolved at home.

    How often are they washing hair? Could be insufficient washing, or she could be allergic to some products you've been using. Next step is probably the dermatologist.

    A pediatrician would be a Great place to turn next.
