Will the laptop connect to any wireless network? If not, the issue is with the laptop and the network card.
If it will connect to other networks but not your network, it is an issue with the settings for your network. Usually it means that at some point the wrong password was connected with that network and so now it will not let you on.
If this is a "work" or "school" laptop, they may have it locked so that it is not permitted to go on any networks except the work of school network.

I assume you trying to use the HP/s WIFI to connect.
You WIFI on the Laptop could be turned off. Laptop have a setting when running on battery to save power they turn off the WIFI.
Go to control panal > Power Options. select your plan setting and look at advanced settings. there is a list of lots of settings and one of them is the Wireless.
Also while in Control Panel check Network and Sharing Center > Change Adapter Settings and make sure the WIFI adapter is Enabled.
Also you can reset TCP/IP
Open the Command Prompt as ADMIN. (right click the Start Button) - and enter this command.

Reboot your router.
If it is a new device for your router, then you may need to press a button on the router to allow new devices to connect.
You may find the router is offering a speed or protocol that the laptop cant utilise.

Maybe you need a driver or a driver update search your model on one of your other devices and download a driver for the OS you have for that laptop save it to a flash drive then run it on your laptop.
