Do you mean "welts" not "welps"? I get those sometimes too and don't know why, but my skin is rather oily and I do experience acne on my face, so if your back is oily, this can be a build up of excess oil on the skin. I find that showering regularly and scrubbing your back with a scrubber and soap helps keep the excess oil from your back and that way the pores wont clog which could be the reason behind this.
