How do I know if he's into a hook up or something more?

We met on tinder havent actually met in person yet but I've asked him to come meet me at the bar tomorrow night which is about an hours drive for him. I've told him he can stay with me. But he takes forever to reply and sometimes opens my messages and doesn't reply. Is he not into a hook up or have I not made it clear that sex is definetly on the table?? Idk if he's a good guy and doesn't expect us to sleep together or if he's into us hooking up? Any thoughts??
