A person that is hypnotic is usually seen in a positive way: they are mesmerizing, captivating, hard to ignore because of charisma.
Hypnotic can be used to describe things in a negative way, as well. For example, I simply couldn't keep my eyes open in that class because of the hypnotic drone of the professor. In this case, hypnotic is bad, lifeless in a way that causes the brain to shut down in response. Boring to an extreme.

Hypnotic is often used to describe cult leaders like James Jones or mystics like Gregori Rasputin. It is not categorically good or bad, but I would prefer to be thought of as "engaging." Also dashing, fascinating, or any of the other things I am not. It is a good thing to succeed at being what you think you should be, so if "hypnotic" is one of those, congratulations!

Source(s): I don't know depends on the context of it all they could mean it in a way of being charismatic and persuading or they could mean it in a way of being manipulative and sly so I really think it depends on how they said it and what's the situation.
