How to politely tell this guy to leave me alone?

This guy I met from my work became my friend for a few weeks then he started literally leeching off of me. He's always calling me, asking me for rides, asking me to buy him food, smokes, and if I don't he harasses the hell out of me and insults me. Unfortunately he lives right next door! I have no way to get away from this guy. I've tried telling him I need a break but he does not get the memo.

Update:

To my misfortune I met him after finding out he was my next door neighbor. I've been living in this aptment complex for about two months or so. He is the definition of annoying.

Update 2:

Literally every time walk out of my apartment he comes out and goes, 'where you going man? Can I come?" It seems like he may have some kind of mental condition where he's just too attached. Its sort of freaking me out to be honest. We're both dudes in our twenties.

    Unfortunately, being polite might not be an option. you're a nice person and you don't want to hurt his feelings even though he has no problem hurting yours. In the future you'll come across many people willing to take advantage of your kindness, so unless if you want to be stepped on your whole life, it's important to have a backbone and say NO for your own happiness. You have the choice to block this person, the next time he asks for something just say "If you want it, you can buy it yourself" and if he cusses you out then you can reply "Stop harassing me, it's upsetting and if you continue i'll have to block you". It's perfectly ok to ignore someone who looks down to you, you don't need to reason or sort things out. It's OK that he lives next door as long as he doesn't show up at your house (you should call the police if he does), just pretend not to notice him
