To what extent is government the arbiter of morality?

The government needs to create and enforce laws that protect a person or group of people from harming any other person or group of people. And then we need to define what "harm" means. We can figure it out mostly but the law has to have a little bit of flexibility built in because we can't define it exactly. That's why we have judges judging cases and not computers.
