Not getting the fps I should be getting?
I'm running
Windows 10
16gb Ram
Evga 1070 8gb SC
I5 7600k
H100i GTX
I get around 40-60 fps what could be the problem it's also on medium settings an I have nvidia setting set to prefer maximum performance etc. my CPU doesn't get above 68 C. Benchmark says atleast 100fps

More than likely it's driver issues or the card isn't hitting the right clock speed.
A very small handful of these cards will get stuck at some absurd clock speed or the system isn't recognizing when it should boost the clock speeds of the GPU.
Monitor your systems resources when youre running the said program.

Is the monitor plugged into the GPU (area on the back with just video ports) or the motherboard (area on the back with video, LAN, USB, and audio)? If it's plugged into the motherboard it's not using the GTX 1070, it's using Intel HD Graphics 630.
