Cops are looking for the person that stole my wallet but his phone got disconnected?

The detective who is looking for the guy that stole my wallet is telling me his phone got disconnected can they still catch the guy they know his Facebook and another profile on a social media site

    Sadly if the person of interest can't be located within an address or somehere they frequent or when the target enters the motor registry in order to locate them - unless the person who stole your wallet re registers a mobile phone it would be extremely difficult to find and prosecute over such a minor possession - unless your wallet is a rare one of kind and the offender still has the wallet in his possession or the target could have skipped town for all anyone knows - even though the persons online profile is active it doesn't necessarily mean they can be tracked unless the officers trace the computers Internet proxy address while they're online

    I'm sure they're working with the FBI and CIA to resolve this
