From the reviews I've seen it looks like it plugs into an outlet.
If so, what is the difference between a pad that plugs into a wall that you can set your phone on vs. a chord that plugs into the wall?
Also, will it charge a phone through an Otterbox?

The term for a flexible electrical conductor is "cord".
A "chord" is either
a combination of musical tones
or
a line that joins two points on a curve.

You don't have to fiddle with plugging in the charger CORD.
They don't break or wear out like plug in style chargers.
You can hsve accessories plugged into the USB port and charge the phone.
