Why does Texas get the fewest Electoral College votes based on population out of all 50 states?

Texas is the only state in the country with fewer than 1 EC vote for every 700,000 residents.

Update:

Californians get 1 EC vote for every 680,000 residents, but Texans only get 1 EC vote per 730,000 residents, giving Californians an unequal 6% extra EC votes per capita.

Not to mention all the tiny liberal areas like Rhode Island and Delaware and Vermont get far votes than their population size.

Is it time to take away their EC votes and give them to Texas?

    because House Congressional Districts are adjusted only once every 10 years, thus 2010 Census for the 2016 and 2020 electoral elections. A lot of population moves and immigration can take place in 10 years, so the influx of immigration in Texas dilutes its Electoral power. Build the wall and perhaps that would change.

    1. Rounding. The number of electoral votes in a state has to be an integer (a whole number, not a fraction). Taking away even one from CA and giving it to Texas would leave CA with the fewest based on population, even fewer than TX has now. Texas and CA are as close as possible; any change would make them more unequal.

    2. Because every state must have at least three. They can't take away any from the really tiny states, because those states have only three now, so taking away anything would leave them with just two.

    3. Because the electoral college is based on the population in the year of the census, which was 2010, not on current population.

    4. Because the graph you found shows electoral votes per resident that the state had in 2012, not per resident now or per resident in 2010.

    The electors are based on each congressional district. Each state figures it out for themselves. Texas has 38 electoral votes, second only to California which has 55 electoral votes. Texas population is probably the second largest in the U.S. after California.

    The electoral college gives more weight to the less-populated states than the more populated ones. A candidate can lose the popular vote and still win office.

    We need to abolish the electoral college and use the popular vote.
