    None of them or all of them. Whoever wrote this question should either not be teaching ecology or should be dismissed.

    Any of them can be. This is a meaningless question, asked by someone who never had a good course in ecology. Strict herbivores (primary consumers) exist but, beyond that, most animals feed at multiple levels.

    Tertiary means third in order so the lion eats all three, the snake eats frogs and mice but I'm not sure mice eat frogs or frogs eat mice. Go for mice since they eat everything.
