how can i clean sugar of a parcle shelf in car?

I have lent my car to my stepfather and he has spilt aload of sugar on the parcel shelf it is now really sticky as he did not tell me

    ignore the wet cloth people.

    Washing up liquid on the back of a sponge rub it in then leave it for 15-20 minutes, get a squirt bottle and fill it up with white vinigar (or just buy DIY ready white vinegar) squirt it on and rub it in... then get a microfibres cloth, damp it with warm water and wipe off the residue. If it's the parcel shelf type that comes out then just boil a kettle, wait for it to cool down a bit and pour it over it

    Warm water and a microfiber towel should take care of it. Make sure you have a pail full of warm water to rinse the towel out frequently.

    More a case of how can your stepfather clean up the mess he made?

    A damp cloth applied many times may work but it depends on what you parcel shelf is made from? It's it cloth, board or plastic?
