Filipino, Mexican and Dominican are nationalities not races. "White" and "black" are apparent skin colours and are not races. There are, in fact, no definable races in humans which is why every civilised and educated country stopped classifying people by "race" decades ago.

You can have family members from any country in the world if your relatives marry people from different countries.
