Would tattoo artists refuse to do this?

You hire someone to paint art on your skin, it's totally up to the artist.

Like restaurant owners or salons, if they are prejudice or just don't like you because you're gay, or your religion.... they can refuse service or won't. And they are taken to court because they're showing their NEGATIVITY about you.

This is 2018, not 1935, in the USA or any parts of the world, we shouldn't have any of that but trust me, it's out there!

An artist can refuse to do anything, especially if it means damaging any reputation they have.

Just depends on the artist.

It depends on what the image or saying is, and the meaning behind it.

Depends on their beliefs and how reputable they are.

Some will and some won't.

Some would object to branding you with your mental illness.

I expect you would be able to fine someone who will do it.
