Does the general public need to have knowledge about a topic before earning a degree on it and then teach it ?
Regardless of country, if I wanted to write a desertion about a certain topic to earn an academic degree like a masters or a PHD and then teach that topic after earning the degree, does the university, the students, and the general public need to have knowledge about that topic before earning a degree on it and then teach it ?

I can't tell if your question doesn't make sense because your sentence structure is screwy, or if you're really asking if a university needs to have knowledge on a subject before YOU can write a dissertation and get a degree in that subject. If that's what you mean, yes. There must be faculty with knowledge about your topic who can evaluate your research and guide you. The other students and the general public do not necessarily need to know anything about your topic. If you want to just write a book about something and see if you can get it published, you can do that. Sometimes, someone who has published a very influential book is hired to teach courses on the subject without an advanced degree.
