We already have a debris field around earth.after 61 years of shooting things into space that can and do fall out of orbit, or are intentionally de-orbited like the MIR space station was de- orbited.. it not beneficial. and ring system system would not be beneficial. one of the advantages of launching from a location close to the equator is the location as higher velocity and more angular momentum from Earth's rotation, so any rockets have additional velocity and acceleration when they launch than if they launched further north or south of the equator, but of there is a ring system , assuming it is equatorial. that just puts an area that needs to be avoided..

We do have a ring . We made it . It is filled with the garbage of our many space programs. Is that beneficial?
