Ive only heard of meditation techniques where they convert world energy into mana, that’s how characters get stronger with magic. Is there no other way for characters to become stronger mages?
I know there’s also class changes if they meet the right person

Depends on the game / novel.
For instance, in the Harry Potter books, innate talent can help but it still takes study and practice. Basically like how using a muscle makes it stronger.
In other stories, it's just a matter of being able to learn and then use, increasingly powerful spells.
