Can a mechanic charge for not starting the work?

Sorry guys the question got published before it was completed.

I took my car for all 4 wheels alignment and was qouted 99 pounds, they jacked it up, and told me a suspension bush is loose and they have to abort the job because there would be no point in carrying on.

Doing so, they charged me 42 pounds for just telling me this.

I don't think this is fair. You either undertake the job fully or yoi say you can't

Update 2:

The charhed me for diagnosis , despite ke booking it for an alignment. If I had told them to diagnose my car , I would have been happy but i took for an alignment and got charged for diagnosis and not doing any job.

    A mechanic or dealership can charge just for diagnostics finding out whats the problem without doing any work just think of a tooth pain you have to pay for the xray before u get it pulled same thing

    Yes, if diagnostics are required. Regardless, of work done or not most shops START at one hour. Some problems are more difficult to pinpoint.

    Do you mean can they require a down payment before starting the work or for performing a diagnosis? Yes, they can. Just be sure to get everything in writing, including the estimated repair cost and how much you've paid in advance. If this mechanic doesn't have a legitimate, licensed repair shop, go elsewhere. .

    They can charge you for diagnosing the problem.
