If the Trump tax cuts were for all Americans why does he need another tax cut for the middle class?

Just about everyone did get a tax cut and the fact is that people at the top end were least likely to get a cut because they can no longer deduct the mortgage interest and property taxes they big on their big houses and the state and local income taxes they pay on their huge incomes. People in the bottom half pay only about 3% of all income tax.
