What is this Gender called?
i was born a female and growing up I was told I was a female, but after i got my hair cut from long, to what my family calls "Boy Hair" I've been thinking, and i want to classify as neither genders. What is this called? And how to i tell people?

Non-binary or agender. As for telling people, just... tell them.

What length you prefer your hair to be has nothing to do with your true gender, but the umbrella term for one who doesn't identify as either female or male is non-binary (or genderqueer if you're specifically looking for a more radical/queer separatist term).

Since you were born female, it means you will always be female. Having "boy hair" simply means that your hair is of a more masculine appearance. It does not change the fact that you are female, and it is not possible to be neither gender.
