Using the modern sense of the word "planet", then it is Earth.
However, back when the word was invented (the Greek "aster planetes" = wandering star) the "distance" between planets would mean the apparent angular distance, as seen by an observer on Earth.
If, for example, the Moon is seen right next to Jupiter, then they would be close together.
In the course of its monthly cycle, the Moon passes closest to each planet, in turn, including being closest to the Sun (yes, it was a "planet" back then).
