Develop a plan for Reconstruction that would have worked better.?

Given the subsequent history, I think every Confederate officer should have been hung. Part of the problem is that like Germans post WWI, Southerners were humiliated rather than crushed. Yes, it would have been unjust, but justice is never perfect.

The flaws in Reconstruction after the US Civil War were....

The Southern states were not quickly allowed to rejoin the Union.

All pre war/ war Southern politicians were banned.

The South was put under long term military occupation.

No provisions were made for southern law/ order or police.

The North republican party of the time running things was totally corrupt and....

a.) packed Southern voting lists with the names of millions of ex black slaves, who either never existed, never voted, couldn't vote but were all counted as republican votes, so republicans took over all South local offices.

b.) once in control of all local offices, the radical republicans seized all property of Southern whites and sold it to themselves, the Northern republicans (carpetbaggers).

No provisions for employing/educating freed blacks.

So, to make it better just undo the above.....

1.) All Southern states to rejoin the US upon a loyalty oath and needed state constitution changes ASAP.

2.) Only Southern politicians who were leaders or generals in the rebellion banned from politics.

3.) Military occupation to be of limited time, the south civil authorities allowed to make their police/ courts for law/order under military watch. Military stays until southern justice assured in line with rest US.

4.) New voter lists to be drawn up including both whites and freed blacks as voters but only by bi partisan commissions of democrats and republicans, not just republicans.

5.) Amnesty granted on tax revenue not paid by white Southerners during rebellion.

6.) Northern politicians not allowed to run in South elections till 3 years residency.

7.) The US government to fund along with the Southern states a jobs/work education agency of 20 years duration to help freed blacks to a even playing field. Southern states to pay 15% of their state budgets into such agency for 10 years.

Better than what?
