Time to troubleshoot with a wiring diagram and a test light or multimeter to find the failed part or bad wire. Guessing will not fix it. Start at the switch. It is the part that is related to both non-working components. If the front clearance lights work, the switch is good and it is likely a bad connector or junction that provides power to the dash and the tail lights.

None of your fuses are blown? IN all three locations?

The problem is 20 years of oxidation in the electrical system. Cars of this age are really past their serviceable lifetime. You need to trace the electrical circuit from one end to the other, cleaning contacts and checking continuity.

Otherwise, get a newer car. Yes, I know 20 year old Hondas are very cheap, and that's why you drive one. I drive a 16 year old car but have 40 years of experience fixing cheap, old cars.
