I just recently invented the clear plastic sleeve in wallets for a drivers license. Where do I patent this?

Nowhere now. To patent something, you have to be first.

You contact the US Patent Office and file the necessary documents, pay the necessary fee.

There isn't a special "clear plastic sleeve in wallets" Department.

If you would come out from under the bridge more often, you would know that the clear plastic sleeve in wallets for a driver's license was invented decades ago; probably before you hatched.

You cannot get a patent for something that has already been "invented".

Back to drawing on bridge abutments you go.
