Would any animal cruelty laws prevent a person shooting a cat with a BB gun?

Asking because a guy I know did this and I m tryna get the feds to pull up at his house.

    It's local police and Animal Control rather than the feds who'd be dealing with this.

    This is not covered by federal law; the FBI would not respond. The laws that cover animal cruelty are state and in some cases county or city laws.

    What you know and what the DA can prove are often two different things.

    Using a BB gun within city limits, except a shooting range, is usually illegal in most cities and towns.

    Laws do not prevent anything, they only deal with punishment after the fact.

    That is already a crime. Probably several considering the city or county you live in. It doesn't count as a felony though.
