Can Science create a synthetic seed for growing the food?

From nothing, create a seed. not just modify it.

    Science cannot create anything "from nothing".

    Science is still struggling to produce a single wholly-artificial living cell.

    A seed is much more complex than that!

    It took the universe approximately 10 billion years to create seeds out of nothing.

    No, human scientists cannot do it in one lifetime.

    No. If it can then there’s no need for the doomsday vault. It’s a safe haven in Norway where edible seeds are stored in case there’s a nuclear war or catastrophe where plants need to be restocked.
