    Try this...OBJECTIVE: To conclude there will be inconveniences due to the implementation of the Civil Code and its organizational design in the District office between 2020 and 2022.

    Don't know the exact context; so hope this edit helps.

    To determine if the implementation of the Civil Code and its organizational design in the District

    I'd just put a comma on "the civil code, and it's implementations". If you're in the UK, organizational is with an S not a Z, but if you're in the US then it's all good :)
