Nothing. He's old enough to make his own mind up. He might want to chat to some pilots, if they're willing.

He should get a basic health testing, including eyesight. If he needs correction, like lasik, he might need to consider that. If he has problems that will not let him qualify, then wishing will be hopeless.

Tell him to go to the United States Air Force office to tell them he wants to become a pilot

Say "Nephew, do not pick your nose and eat it. Its ok to chew but always spit out because the hard bits get caught in your saliva glands and itch and hurt." Is that too much?

There is no "test" required to qualify for a flight lesson. All you need is the cash to pay for it.

Buy him an introductory flight lesson for his birthday. After that, he either is all talk or he isn't. Talk to him about that, but remember that it's his life. For all any of us know he's a stoner who doesn't want to clean up to get his medical certificate.

it's not necessarily needed to obtain a college degree to become a pilot, though it's recommended. you just need a pilots license from the FAA, and so many hours in an aircraft before hand while training.

there is United's page on what's required to become a pilot. but that is for passenger planes. other types may have different requirements. look up flight schools in your location and see if you can make an appointment with an instructor.
