Freedom of speech is governed. However, having your feelings hurt is not the standard.
The landmark case that determines the standard is Chaplinski v. New Hampshire, which is called "The Fighting Words Doctrine". It states words intended to provoke a disturbance are not covered by the First Amendment.

"Freedom of Speech " comes with limits and responsibilities --- insults during an argument may be one thing , but intimidation ,threats, and implied threats of violence is another ..
And a gang of bullies surrounding a victim ,either physically or metaphorically on social media, and hurling abuse and threats at them, goes way beyond "Free Speech"

If you use hurtful speech and won't stop when requested to, it becomes harassment and you can be charged with disorderly conduct.

No of course not. So what if someone can hurt your feelings! Life is like that. If your own mom hurts your feelings, what would you do? Report her to the police and have her jailed? Everyone needs to grow up and mature. Life isn't all about your feelings. I'd rather have my feeling hurt daily and have freedom then to live in a fascist state where you can be dragged away for speaking.
