in this situation if a person from Facebook finds a guy he met and the guy says he's a stalker and shoots would police justify the shooting?

You can not shoot someone just for stalking. You need to articulate how you felt your life was in immediate danger.
Police do not justify a shooting, the District Attorney does. The police only do the investigation.
