Suggestions for an affordable stroller/wagon?

I have 2 little ones, one is 10 months and the other just turned three. The three year old CAN walk on her own, but travel takes 2x as long and shopping trips are 3x as long as when she is in the cart. We are trying to walk to the store more since we moved relatively close to one, but I cant grocery shop with a double stroller. I finally saw another parent using this stroller/wagon/thing the other day and wanted to get one. So I looked it up. $500? really? has anyone found something similar that is actually affordable? I don't need quad seat but I like the side by side seating so that there is more space for storage, and I like that the seating is elevated.

Update:

The canopy is detachable, and the whole thing is just a tad bigger than a regular cart. the store where I will be going actually has carts with side by side kid seats, but I would still be left with a stroller if I used it.

    Stores don't want you dragging a wagon like that through the aisles.

    Get a stroller with a stand for the toddler or get a stand that connects to your existing stroller

    Or leave one/both kids at home when you shop.
