Looking for a scripture that says:?

that if a person isn't held responsible for bad acts, that their heart will become firmly set to do bad.

    Never heard of it in this manner, there is always repentance and God can change a heart of stone, if men will hearken and obey and become humble

    Discipline your children, for in that there is hope; do not be a willing party to their death.(Proverbs 19:18)

    You can look in Proverbs, and places like 20:30 talk about how discipline is helpful. But remember, proverbs are guidelines, not absolute truths. They say that whoever loves pleasure or is lazy will become poor, but there are counterexamples. Just not many.

    I also believe that a person's heart can change, no matter what their past was. I've seen it.
