when I see someone not shining I have no reason to think that they are Christian and the not shining is a proof of that.

Evidence, maybe. Not proof. Everyone has bad days, even bad years. But looking from outside, we have no idea what kind of belief or relationship they have. We all sin, some sins are just more evident than others.
