I’m falling for an older woman that I met online and we have been talking for a year. She’s single and is everything that I have ever wanted.

You can't get people to like you. She has already told you you're too young. The fact you want to pursue her anyway is exactly why she won't date young people.

Is she looking for some quick and fun sex? If so and she still says you're too young for her, this is a polite way of saying that she is just not interested in you that way.
Is she looking for a proper committed relationship? If so and she says you're too young for her, then that's what she means. A 40 year old woman is generally not looking for a committed relationship with a 22 year old guy. It does happen of course, but much more rarely than the other way around.
If you just want some no strings sex with an older woman, tell her that and see how you get on. If you're looking for a committed relationship, you'll be better off looking at ladies closer to your own age for now.
