Not if the lawmakers are corrupt. And any lawmakers that go against the constitution would be corrupt.

There is very little reason to ask this question! There is the 80/20 rule (Pareto principle/distribution) which seems to apply to almost everything. In one form it states 80% of the troubles are caused by 20% of the population. In another form it states 80% of the work is done by 20% of the workforce.
On the gun issue polls suggest it holds true.
Using the 80/20 rule it can be pretty accurately predicted that 20% of the owners of such weapons will not surrender them and will very likely cause problems over the law.
Now if 20% of the pot smokers in the US wanted to have a smoke in, it would not pose a major threat to our society. But if 20% of the gun owners in the US decided to have a shoot up, it would. We are talking numbers of citizens that out number the combined total of all active duty military personnel plus all law enforcement officers.
Forty seven percent of the US population (330 million) is a bunch of people. Twenty percent of that number feel strongly about the issue (will not surrender the weapons). Mixed into the issue is that 60% of the remainder will side with the most influential person in their circle. If that person will defend the right to gun ownership in a militant way they will too.

The government cannot take your property without just compensation. There would have to be a buyback program.
