my ankles roll onwards even when i’m not putting pressure on them. does this still count as overpronation or is it something different?

i was born with this, it’s been getting worse over time, and no matter what i do, i can’t get them turned out. i’ve tried and tried constantly but they won’t go out. it’s starting to get on my nerves because i can’t get an outside edge on my skates, and it makes my legs hurt
