According to APA, personal communications do not go in your reference list; this looks more like a reference item than a citation. If it's not something that can be retrieved by the reader, then it doens't go in your reference list.
You should, however, cite it in your paper or document when you use that information. APA uses parenthetical citation. You would provide your text and then end the sentence with (K. Brown, personal communication, January XX, 2020). Or you could say, "According to Katrina Brown (personal communication, January XX, 2020), ......."
