Here's something I've been pondering. Population control.?

How hard would it be to put I to effect a law that only allows you to try to conceive every other year and once every 5 years per family. Sure some cases would happen due to rape ect but they could be dealt with. The age to have sex should be brought up aswell as needing to have a stable job. I can't say much I had my son at 20 but I think if stricter laws were in place he may not be here. But I'm so happy he is he's a god sent.

    That would entail a level of governmental control that's anathema in the nation where I live. It would also surely involve both forced abortion and forced sterilization. While this has been practiced in various places throughout history it's nothing humanity as a whole would accept.

    So... You are saying that you require laws to be in place regarding sex and reproduction since you are clearly incapable of making such decisions on your own, as an adult?

    The difficulty would depend on the country you tried to enact the law.  I believe the Chinese people would be happy with it since they have a stricter law on procreation.
