Does a transgender person have to go by their deadname in legal documents?

A friend of mine is writing a story and is wondering this. Specifically, she said

"I’m not sure if a transgender person can ask to be addressed by their chosen name if their name hasn’t been legally changed yet? It seems like the polite thing to do, but can it be denied to avoid confusion in the records?"

Anyone know the answer?

Once a trans person does a legal name change they can update most of their legal documents. Some states still require gender confirmation surgery in order to update a birth certificate. And there are like 3 states who refuse to update birth certificates at all.

    A webpage that may help:

Changing your legal documents is incredibly easy. They are even doctoring birth certificates which frankly should not be legal.

For legal documents, you need to use your legal name.

You are required to use your legal name for legal documents.  If that is still the name you were given at birth, then that's the name you have to use.  That includes things like bank accounts, credit cards, phone contracts, leases, and job applications.
