My mom told me about my uncle who was in wales staying in his caravan. He was looking through his window and seen some people and some children in old fashion clothes they were waving to him he then went outside and no one was there, my mom said to him they were guardian angels. What do you think?

You know it sounds to me like a good old-fashioned dream.  He saw the clothes from times passed, so it wouldn't be the dresses that he would expect to see when he opened the door.  When he looked outside,  there was nobody there because I think he had been dreaming.  It could happen to anyone.  Sounds like it was quite a vivid dream.

Your uncle may have had a mini-stroke.

They might have disappeared behind a hill or some trees.  Hallucination is possible, if your uncle has anything about him that would reasonably cause hallucinating.
