No, and FDR was not a racist. For instance, FDR issued Executive Order 8802, which was the most important federal action in support of the rights of African Americans between Reconstruction and the Civil Rights Act of 1964. That Executive Order banned discrimination in hiring within the federal government and in government contractors. It was practically revolutionary at the time.
Tolerating the Confederate statues was a political tactic that pandered to the "Solid South" that reliably voted Democratic as a conservative Southern bloc. It was politically expedient and wrong. Those conservative Southerners would rather have died than vote for the party of Lincoln but, now, obviously they have switched their party allegiance due to the civil rights era.

America should abolish social security because it uses the young as financial slaves to the old.
Also, Robert E. Lee was not a racist. He fought for the south because it was his home and his people. He disagreed with slavery and found it a good thing that slavery was abolished after the Civil War.
I also find it sad that Dallas(a liberal city) took down the Robert E. Lee statue and then made it a term on the sale of the statue that the new owner couldn't put it back in Dallas. Robert E. Lee was an honorable man, a great general, not a racist, and against slavery.
