Do I have to pay Income Tax in New York State when my only income is Social Security???

I live in New York State and I started collecting my Social Security at 63 of $1100.00 a month it is my only source of income , in 2017 in I received a 1099 from Social Security , I went to Jackson Hewitt Tax with it and I was told I did not have to file returns in August 2020 I received a letter from NYS tax saying I have a $200.00 credit from previous years I called the number on the letter and the girl told me to file a 2017 return and I will be refunded the $200.00 , I filed a return with the 1099s I was sent and today I received a bill from NYS for $1059.34 , my question is am I suppose to file and pay state income tax on my only income that is Social Security????

    Federal taxes - no.  State of NY - no.  However, maybe you owe the state income taxes for 2017 for some other reason.

    Read your notice.  It tells you to file an appeal if you don't agree with it.  So file the appeal.  And look up taxing social security benefits for the state of NY.  Attach a copy of what you find to your appeal.
